In this investigative report, which combines law, business, and politics, two law professors survey and analyze the efforts by governments to intercede in the free use of the Internet, and to monitor and rein in political or other unwelcome uses of cyberspace. Through case studies of countries, most notably China, and companies, such as Google, Cisco, Yahoo, and Microsoft, the authors illustrate the many ways that governments have successfully restrained free use, and how, in some cases, they have coerced companies to collaborate in their efforts. They also show that governments are often ineffectual, and that savvy users manage to stay one step ahead. Yet what comes through is that though cyberspace is limitless and free, its use is restricted by local laws, which are many and varied.
