High school senior Ozzie Smith is enjoying a class trip to the state house. In the rest room, he overhears two men planning a theft. When the men discover Ozzie, they kidnap him. Ozzie is tied up in the basement, then moved to a senator's office. He discovers his kidnappers to be Senator Windemere and his bungling accomplice Jay. Eventually he is taken out of the state house and shoved into a car. In a snowstorm, he is driven toward the Canadian border as the kidnappers decide his fate. A flat tire stops the car along the roadside. Imagine the kidnappers' surprise and Ozzie's confusion when two other kidnappers take the three of them hostage! Who can these men be?
