When an important Federation/Romulan conference is bombed on Earth, security cameras reveal that a Changling was in the room--which means the Dominion have arrived! Sisko (Avery Brooks) and Odo (Rene Auberjonois) are summoned to San Francisco to advise Starfleet on the Dominion's infiltration tactics. Once there, Sisko is made the acting head of Starfleet Security. With Odo's help, he convinces the Federation president to authorize stringent security measures. But it may be too late as a Dominion war fleet bears down on the planter. When Earth's power grid is knocked off-line, Sisko declares a state of emergency and prepares top go to war with the Dominion!
