The Doctor (Tom Baker) returns to Gallifrey as President of the High Council, and exiles longtime companion Leela (Louise Jameson). Believing the Doctor has turned traitor, Leela allies herself with other Time Lords, only to discover that the Doctor is in fact planning a scheme to stop an evil race of aliens from invading Gallifrey.
